Windows 95 has builtin networking. There are certain settings for network parameters that work better on an Ethernet network (LAN) and certain settings that work better for dialup users. During the development of Windows 95, comprimises were made to allow a standard set of settings to work with both. Although not optimum, it was assumed that these setting would work for all configurations. One of the major comprimises was an item called 'Maximum Transmission Unit' or MTU. This is the size each packet of data uses when sending data to your computer from the internet. On faster, ethernet networks, a larger size is used, usually 1500 or so. This means 1500 characters are transmitted in every request for information. The developers of Windows 95 used this number for BOTH types of networks, LAN or Dialup. This value severely limits dialup and causes major transmission problems. On a dialup connection, this packet can take 1/2 to 1 second to transmit. To a computer, this is an eternity. This can cause the computer to think the data didn't or won't arrive, because the length of time is so long! What then happens is your computer retries the request for the data, and since it is really coming in correctly, gets confused and hangs. It does not hang in all cases, which makes the problem so hard to diagnose. It depends on the site sending you the data. The speed of the internet when you are logged into it and many other factors. A FREE program called SETMTU.EXE allows you to change the packet size. Although you set it significantly smaller, it will SPEED UP your network connections because the packets can complete faster. The CORRECT value for dialup is 576.
Instructions for using SETMTU.EXE

o Download the program, remember where you download it to
o Disconnect form the internet
o Click the START Button, select RUN
o Browse to find the downloaded 'setmtu.exe' using
the BROWSE Button, or enter it directly, click OK
o A window will come up asking for 'MTU Size'. In the box,
the value will show 1500, enter 576 and click OK
o There will be NO message confirming the change
o Reboot your computer
